Poiché la comunità Jat ha già scontato un ultimatum di 15 giorni al governo di Haryana per l'implementazione delle riserve, circa nove distretti dell'Haryana erano in allerta domenica.

Circa 2000 persone da Rohtak e altre si sono riunite nel villaggio di Jassia (a circa 20 km dalla città) per protestare contro il governo. Secondo le autorità di Rohtak, la protesta non era legale, in quanto vietava l'assemblea illegale (ai sensi dell'articolo 144 del codice di procedura penale).

La situazione era delicata e la comunità protestava proprio accanto all'autostrada tra Rohtak e Panipat. Anche la polizia era allineata sull'autostrada con cannoni ad acqua e personale paramilitare in equipaggiamenti ben equipaggiati.

È noto che, a partire da domenica, una protesta a livello statale è già stata richiesta da ABJASS (l'Akhil Bhartiya Jat Aarakshan Sangharsh Samiti) a causa del ritardo nella concessione della riserva Jat sotto il contingente OBC da parte del governo Haryana. Dopo il violento agitarsi della comunità Jat a febbraio (che ha finito per prendere 30 vite), il governo ha accettato di concedere lo stesso. Da allora, il governo ha notificato la riserva a maggio, che è stata trattenuta dall'Alta Corte.

Come ha detto Shashank Anand, sovrintendente della polizia di Rohtak, "Abbiamo archiviato un FIR contro gli organizzatori di questa protesta poiché sono in violazione della sezione 144.
